Yeah, you're right. I should have skipped right to the point...

And it seems many people missed this part "I'm sure the exact numbers are a bit imbalanced."

Is "Lose All Energy" a number? The numbers could go right down to the caster surviving with 1 health, and it would still be overpowered in any decent team, and anything over it would make it a terrible skill that would never be used. Use some common sense.

Ooh, I like that skill description Undivine! That would obviously have to be classified as an Illusion spell, and it wouldn't be too overpowered. But perhaps stealing all energy for a time would be. So perhaps a fixed amount would be more fair. Perhaps something like:
Illusion of Silence {E}
-Cost: 15 Energy.
-Cast: 2 Seconds.
-Recast: 45 Seconds.
-Duration: 5..10 Seconds.
"Elite Hex Spell. While hexed with Illusion of Silence, target foe has 10..32 less energy. When the hex ends, that foe gains 130..90% of that energy back."
Or...
Signet of Illusionary Silence {E}
-Cast: 3 Seconds.
-Recast: 60 Seconds.
"Elite Signet. For 5..10 Seconds, target foe has 10..32 less energy. When the duration ends, that foe gains 130..90% of that energy back."
(That basically is a hex, I doubt a Signet is allowed to be a Hex also. )
The boldened numbers may need a little balancing, but I really do like the thought of an Illusion energy stealing spell.

I like undivines alternate version, it is rather ingenous. Yes, the OP suggestions is totaly broken, aside from the fact that health restoration is common and energy restoration isn't, you can easily kill yourself trying to remove an elementists 80+ energy, it is too extreme on both parts.
Mesmers can easily steal 20-30 energy from enemies with many hexes, besides straight energy burning and energy steal attacks, having a broken amount of power in one skill is just that broken. This is no different then suggestion an elementist skill that uses 40 energy and exhaustion to instantly kill one target, your getting too much effectiveness out of one skill slot. Now if you had an Elite which did about 150 damage, then you used glyph of renewal and glyph of elemental power for more power and double casting, then you would be using 3 skills together for a justifyable amount of damage.
We already have skills like blackout, which shuts down energy, adrenaline, and signet skills, I'm not seeing rend energy is even a good skill.

Yes Weezer, at least admire Kool's efforts to be innovative. Even though the suggested skill may be unbalanced for various reasons, no need to insult. What you've said hardly qualifies as constructive criticism, thus not helping.
